Frequently Asked Questions
Everything you need to know about Ireland–UK customs clearance
What is the Customs Declaration Service (CDS)?
CDS is HMRC's system for submitting UK import and export declarations. It replaced the old CHIEF system — for imports in 2022 and exports in November 2024. All UK customs declarations must now be made through CDS, including those for goods arriving from Ireland.
Do Irish businesses need a UK EORI number?
Yes. If you are an Irish business sending goods into Great Britain, you need a GB EORI number — separate from your Irish (EU) EORI. We handle both registrations. Without the correct EORI, your goods will be held at the border.
How long does customs clearance take for Ireland–UK shipments?
For road freight via Holyhead, Liverpool or Birkenhead, pre-lodged declarations are typically processed within hours. Goods are released as soon as HMRC grants permission. We submit declarations before your goods arrive at port to minimise waiting time.
What is the Windsor Framework and how does it affect Northern Ireland trade?
The Windsor Framework (effective from 2023) replaced the Northern Ireland Protocol's strictest checks with a green-lane/red-lane system for goods moving from Great Britain to Northern Ireland. We work with the Trader Support Service (TSS) to handle these movements on your behalf.
What documents do I need for import clearance?
You will typically need: commercial invoice, packing list, bill of lading or CMR waybill, and the EORI number of the importer. Additional documents may be needed depending on the type of goods (e.g., health certificates for agri-food, REX statement for preferential origin).
What is GVMS and when is it needed?
GVMS (Goods Vehicle Movement Service) links customs declarations to the physical movement of vehicles at British RoRo ports — Holyhead, Liverpool, Pembroke and Fishguard handle the bulk of Ireland–UK road freight. Hauliers need a Goods Movement Reference (GMR) before arriving at the port.
Can I claim preferential (zero) duty under the Trade and Cooperation Agreement?
Yes — most goods of UK or EU origin can move duty-free under the TCA, but only if the origin rules are met and the importer holds a valid statement on origin (REX, supplier declaration) from the exporter. We check origin eligibility for every shipment.
